Associate Director, Advocacy, Global Health Advocacy Incubator

The Global Health Advocacy Incubator (GHAI), an initiative of the Campaign for Tobacco-Free Kids, draws on lessons from tobacco control campaigns in more than 50 countries to drive policy change campaigns focused other public health issues around the globe to improve health. The Associate Director Advocacy (AD) joins a dynamic and growing team advancing efforts to train and support non-governmental organization (NGO) partners working to improve critical public health policies in specific low-and middle-income countries. The Associate Director will support the execution of key programmatic efforts and policy change initiatives in close partnership with the Director and key contacts in Washington, DC and oversees.

The Associate Director will work in partnership with civil society organizations and multilateral organizations to advance policy focused advocacy campaigns and regulatory change that aim to improve cardiovascular health and strengthen the public health infrastructure to support it. The AD must demonstrate a well-developed understanding of advocacy campaigns that lead to policy and regulatory change internationally, be a self-starter with strong project management skills and the ability to work within cross-functional teams, and will have a demonstrated commitment to training and capacity building for in-country partners.

Key Responsibilities

The Associate Director, Advocacy, will report to the Director and must have strong familiarity with non-communicable diseases and the policy and regulatory issues around cardiovascular health issues, a key area of GHAI’s partnership with Resolve To Save Lives (RTSL). The Cardiovascular Health effort focuses on policy and regulatory change in key areas such as eliminating artificial trans-fats, reducing sodium intake, and improving hypertension treatment in low and middle-income countries.

The AD will work closely with the Director and GHAI team to provide advocacy support by: mapping the political landscape; identifying allies, champions, and adversaries; and identifying local partners with whom the GHAI team can work to push for policy action. This support may include policy/advocacy training, media campaigns, journalism training, and related efforts.


Professional and personal abilities, attributes, and experience:

  • Five-seven years of demonstrated experience in working on policy issues in non-communicable diseases, preferably in cardiovascular health;
  • Proven track record of coordinating multi-faceted and complex projects related to policy change in global health, including ability to anticipate issues, develop pro-active solutions, and follow-up and meet deadlines and deliverables;
  • Understanding of the tools and practices needed to influence public health policy in middle- and low-income countries, especially in Asia and experience working with in-country organizations to use these tools in effective policy change campaigns;
  • Proven ability to coordinate across multiple stakeholders with sensitivity to the political and policy dynamics, and familiarity with multilateral and bilateral partners in global health;
  • Experience working at the international level and in cross-cultural settings, and the ability to travel internationally;
  • Supervisory experience of teams located remotely is an asset;
  • Strong written and oral communications skills, including the ability to write donor reports;
  • Fluency or working knowledge of a language other than English is preferred;
  • Consultative and collaborative approach; comfort working across a large and complex international NGO on complex policy issues; and
  • Bachelor’s degree in public policy, communications, public health or other relevant field; international travel is required. Advanced degree preferred.
