Seeking Consultants for Legal and Policy Landscape Analysis on Sodium Reduction Policies in Latin America

The Global Health Advocacy Incubator (GHAI) is seeking consultants to conduct a Legal and Policy Landscape Analysis on Sodium Reduction Policies in Panama, Paraguay and Uruguay. The application will be open until August 9, 2024. 

GHAI is currently working in collaboration with the Resolve to Save Lives (RTSL) Cardiovascular Health (CVH) Initiative towards the goal of saving 100 million lives. As part of these efforts GHAI is tasked with leading policy advocacy campaigns to eliminate trans fatty acid (TFA) from the food supply, reduce sodium intake and improve hypertension screening and treatment.  

Sodium reduction strategies, recognized by World Health Organization (WHO) as ‘best buy’ interventions, mitigate the harms of an unhealthy diet, particularly from the consumption of processed and packaged foods, hence for the prevention and control of diet related noncommunicable diseases. Implementing mandatory sodium targets policies tailored to national and regional contexts is crucial for effective sodium reduction at the population level. 

GHAI is seeking qualified individuals or institutions to conduct a legal and policy landscape analysis for Sodium Reduction Measures in Panama, Paraguay and Uruguay focusing on opportunities for a national mandatory salt targets policy.  

Positions available 

  • One qualified individual to conduct the landscape analysis for Panama. 
  • One qualified individual to conduct the landscape analysis for both Paraguay and Uruguay. 

Qualified individuals with the capacity and expertise to perform the analyses for all three countries are also encouraged to apply. 

The selected consultant deliverables:  

  1. Desk review analysis including legal analysis, policy process analysis, stakeholder mapping (government bodies, decision-makers, civil society, academia) and industry mapping.  
  2. Interview results from key informant interviews with decision-makers and relevant stakeholders. 
  3. English report including introduction, executive summary, methodology, analysis, conclusion and recommendations with detailed citations. The deliverable will be divided into the following stages:  
  4. Outline  
  5. First draft  
  6. Second draft 
  7. Final report 
  8. Formal presentation of findings to the GHAI team.
